Hanging leg raises are like regular leg raises, with one difference: instead of lying down on the floor, you'll be hanging from a pull up bar, door frame, or anything else that will support your body weight.

Actually, there is one more difference: with a regular leg raise, you should't move your knees past your hips (because you don't want to lose tension in your abs), but with a hanging leg raise this is perfectly OK. As a matter of fact, this will only engage more muscles - nicely increasing the overall effectiveness of the exercise. Hooray!
